Microsoft Access 2016 - Vertical Scrolling Bug
The issue is now fixed in Version 1709 (8528.2139).To get the update immediately, open any Office 2016 app
choose File > Account > Update Options > Update Now.

Note: It took Microsoft 3 Months to fix this bug and release an update.

In August 2017 Microsoft released an automated update for office 365 which broke scrolling on continuous forms in MS Access. Microsoft have acknowledge the bug, however as at 25th of August 2017 there hasn't been an update released to fix the issue. Symptoms: Scrolling any list in MS Access no longer works using the Scroll Bar or Scroll Mouse.
Workaround
The user can only move up or down using the keyboard page up/down and arrow keys.

For an Office 2016 installation:
Run Command CMD prompt as Administrator
Change to the ClickToRun Directory
cd %programfiles%\Common Files\Microsoft Shared\ClickToRun
Run the following command:
For Office 2013
officec2rclient.exe /update user updatetoversion=15.0.xxxx.yyyy
For Office 2016
officec2rclient.exe /update user updatetoversion=16.0.xxxx.yyyy
Note: 15.0.xxxx.yyyy or 16.0.xxxx.yyyy represents the full version number that you noted in step 1.
i.e. officec2rclient.exe /update user updatetoversion=16.0.8326.2070 to revert from version 8326.2076 to 2070
Testing of Microsoft Recommended Workaround
Rolling back to 16.0.8326.2070 didn't fix the issueRolling back to 16.0.8326.2062 also didn't fix the issue neither did 16.0.8326.2059 or 2058
ClickToRun prevented rolling back to 1706 8229.2103
I have checked the version of MS Access 2016 installed on other computers and Version 1701 Build 7766.2099 doesn't have the bug.
Unfortunately for myself I am unable to revert back to any updates pre 27 July 2017 Version 1707 Build 8326.2059
Hopefully Microsoft will fix the issue soon.
